Operating Utility Rosenergoatom

 

The federal state-owned unitary enterprise Russian state-owned concern for generation of electrical and thermal power at nuclear power plants (concern Rosenergoatom was founded pursuant to the Decree On Operating Organization of Nuclear Power Plants in the Russian Federation of the President of the Russian Federation dated September 7, 1992, ref. Na 1005. The founder of the concern Rosenergoatom is the State Committee of the Russian Federation for State Property Administration, and the higher entity is the Ministry of Russia for Atomic Energy.

Establishment of the concern Rosenergoatom allowed overcoming the public distrust in the nuclear power, which originated from the Chernobyl events, to maintain the accumulated potential, increase production of the electrical and thermal power as against the planned targets, achieve considerable safety improvement during operation of the plants, and ensure further progressive development of the Russian nuclear power industry. The evidence of this is the commissioning of the Volgodonsk-1 in 2001.

In accordance with the Russian Federation Government decree of September 8, 2001, 1207-r, Rosenergoatom was transformed into a generating company by affiliating the operating plants and those under construction, and the companies that render services for operation, maintenance, scientific and technical support.

Now the concern Rosenergoatom exercises centralized state administration of ten nuclear power plants in Russia. Pursuant to the Law of the Russian Federation in the area of use of nuclear power, the concern Rosenergoatom serves as the operating organization and is fully responsible for nuclear, engineering and fire safety at all stages of the plant lifetime, including accident mitigation measures.

The main objective of the concern Rosenergoatom is economic and safe production of electrical and thermal power at the Russian nuclear power plants, nuclear safety being a top-priority task. At the same time the, concern Rosenergoatom undertakes to consecutively and purposefully meet the requirements of the Nuclear Safety Corvention, recommendations of the safety series of the International Atomic Energy Agency [IAEA], Rosenergoatom makes every effort and allocates significant funds to reach these goals and meet provisions and principles of the ternational Nuclear Safety Advisory Group [INSAG] that are set forth in the Documents General Principles of NPP Safety and Safety Culture.

Undeviatingly meeting the requirements of the law of the Russian Federation in the area of use of nuclear power, the centralized plant administration is based on the following fundamental principles:

- implementation of the scientific-and- technical and economical policy giving top-priority for safety;

- proper training, effective organization, accuracy and diligence of the personnel;

- cultivation of commitment of NPP and support organization stuff to safety culture principles;

- recognition of the fact that responsibility of Rosenergoatom as operating organization may in no case diminish in connection with the independent activities of the designers, manufacturers and suppliers of equipment, builders, other enterprises and organizations, state bodies for administration of use of nuclear power and state entities for safety regulation.

The responsibility imposed on the concern Rosenergoatom regarding the NPP centralized administration and functions of the operating organization means a constructive dialogue and interfaces with the state safety regulation authorities based on codes and standards in the area of use of nuclear power.
