Joint Chiefs of Staff [38]
The JCS is the corporate body of senior military advisors to the President, the NSC and the SECDEF. The Joint U.S. Chiefs of Staff operated with increasing influence throughout World War II. Following the war, the JCS was formally established by the National Security Act of 1947.

Today the JCS consists of the Chairman of the Joint Chiefs of Staff, a Vice Chairman, the Chief of Staff of the Army, the Chief of Staff of the Air Force, the Chief of Naval Operations, and the Commandant of the Marine Corps.
The Joint Chiefs of Staff includes the Joint Staff, and agencies. The service chiefs are the highest ranking active members of their individual services. They serve in an advisory capacity and do not normally exercise operational control over their services. Any member of the JCS may submit advice or an opinion in disagreement with the Chief of the JCS to the NCA. The formal process by which the JCS provides military advice to the President is through the Joint Strategic Planning System (JSPS).
