Disaster Response

A catastrophic disaster requires a coordinated response involving all levels of government.

At the local level mayor or country executive activates local Emergency Operations Center and communicates with Governors Office.

At the State level governor activates State Emergency Operations Center and declares a State Emergency or Disaster. It also contacts FEMA Regional Director and request Presidential disaster declaration. The mission of State Coordinating Officers is to lead State response and to coordinate State activities with Federal response and to coordinate State activities with Federal response effort. FEMA Regional Director works at regional level. He operates Regional Operations Center, organizes Emergency Response Team Advance Element and reports to FEMA Director.

At the Federal level President of the United States declares an Emergency or Major Disaster, appoints the Federal Coordinating Officer, FEMA Director recommends President declare an Emergency or Major Disaster.

Federal Coordinating Officer servers as Presidents representative at disaster site, runs Disaster Field Officer and leads Federal response and recovery efforts.

When the chaos and devastation of disaster go beyond State and local capabilities, the President activates a multiagency disaster response program the Federal Response Plan (FRB).

Twenty-six federal agencies and departments and the American Red Cross stand ready to deliver immediate comprehensive help to save lives and property.

When disaster threatens Federal personnel establish communications with State authorities, position emergency equipment and supplies and help track the event.

When disaster strikes Federal teams help identify needs, direct response activities and mobilize equipments and other resources to meet State needs. After disasters Federal Response Plan partners supplement State and local recovery activities identified as State priorities. Federal Response Plan partners are: Departments as Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Housing and Urban Development, the Interior Justice, Labor, Transportation, the Treasury, Veterans Affairs Agency for International Development, American Red Cross, Environmental Protection Agency, Federal Communications Commission, Federal Emergency Management Agency, General Services Administration, Administration Interstate Commerce Commission, National Aeronautical and Space Administration, National Communications System, Nuclear Regulatory Commission, Office of Personnel Management, Tennessee Valley Authority, U.S. Postal Service.

Federal Emergency Management Agency

The Federal Emergency Management Agency provides leadership and support to reduce the loss of life and property and project institutions from all types of hazards through a comprehensive, risk-based, all-hazards emergency management program of mitigation, preparedness, response, and recovery.

The major activities to reduce effects of natural hazards are:

- to provide continuing financial and technical assistance to State and local governments for natural hazard reduction activities.

- to provide post-event grants to State and local governments for identification of hazards and risks and implementation of hazard mitigation measures.

- to prepare disseminate information on hazard-resistant building codes and practices.

- to prepare and execute training, education, and public awareness programs in natural hazard reduction.

- to plan and coordinate activities of the National Earthquake Hazards Reduction Program and National Hurricane Program.

- to coordinate and lead a United National Program for floodplain management.

- to administer the National Flood Insurance Program, including hazard identification, risk assessment, implementation of loss reduction measures, and the provision of flood insurance.

- to develop and coordinate the execution of federal response and recovery plans for disaster.
