Финансовый контроль в таможенной сфере




Финансовый контроль в Российской Федерации – явление сложное и многогранное. В свете тенденций модернизации российской экономики, борьбы с коррупцией, противодействия легализации (отмыванию) доходов, полученных преступным путем, финансированию терроризма, а также интеграции России в единое экономическое пространство в рамках ЕврАзЭС роль финансового контроля существенно возрастает.

Новой вехой в функционировании системы финансового контроля стало образование Таможенного союза Республики Беларусь, Республики Казахстан и Российской Федерации и принятие Таможенного кодекса Таможенного союза.

Роль финансового контроля в современных условиях системы государственного управления заключается не только в обеспечении эффективного использования финансовых и материальных ресурсов, но и в защите экономической безопасности государства. Посредством финансового контроля в области таможенного дела таможенные органы обеспечивают полное и своевременное поступление в доходную часть федерального бюджета сумм таможенных платежей, а также иных фискальных доходов (пеней, штрафов).

Объектом финансового контроля в области таможенного дела являются финансовые потоки, поступающие в бюджет; правильность исчисления и своевременность уплаты таможенных платежей и др.
