At the present stage of development of the Russian economy is characterized by high energy intensity. According to the 2012 Russia stands in sixth place in the energy intensity of GDP in the world, and its index is 0.45 tons.t./1000$. To ensure the competitiveness of Russian products is necessary to reduce the power consumption. In this case it can be reduced and at the expense of modernization and implementation of energy efficiency programmes and energy saving. Russia has great potential for development in the field of energy saving. Energy saving is the implementation of organizational, legal, technical, technological, economic and other measures aimed at reducing energy consumption while maintaining proper beneficial effects from their use (including the volume of produced goods, performed works, rendered services). One of the most common forms of attracting big business to solve problems of energy saving and environmental protection is a system of ranking and comparing the energy efficiency of industrial enterprises and holdings. In Europe for these purposes approved by standard EN 16231 "Energy efficiency benchmarking methodology. At the same time in Russia the General methodology of ranking and benchmarking of energy efficiency in industry is missing, which is not possible in practice to use the tool. In this regard, urgent to develop its own methods and its own national standard for the rating and benchmarking energy efficiency.
