EXTERNAL RELATIONS

 

  External relations of CICA are governed by Guidelines for CICAs External Relations. CICA seeks to establish contacts and links with regional and international organizations in support of its efforts to enhance peace, security and economic development in Asia. CICA was conferred observer status by the United Nations General Assembly at its 62nd session in 2007. In pursuance of its efforts to establish links with other organizations, CICA has signed Memoranda of Understanding with Economic Cooperation Organization (ECO), Eurasian Economic Community (EurAsEC), International Organization for Migration (IOM), Assembly of People of Kazakhstan (APK), Shanghai Cooperation Organization (SCO) and United Nations Office on Drugs and Crime (UNODC).

Cooperation between the Republic of Kazakhstan and the Organization for Security and Cooperation in Europe

 

General Information

1992 - Kazakhstan becomes an OSCE participating State.

1995 Opening of the Permanent Mission of the Republic of Kazakhstan to the OSCE (Vienna) and the Regional Office in Central Asia (Tashkent).

1999 Opening of the OSCE Center in Almaty.

June 21, 2007 - Decision of the Permanent Council on renaming of the OSCE Centre into the OSCE Centre in Astana.

December 2007 - Decision of the OSCE Ministerial Council in Madrid on Kazakhstans Chairmanship in 2010.

2010 Kazakhstans OSCE Chairmanship.

July 16-17, 2010 - informal OSCE Ministerial Council in Almaty, decision to hold the OSCE Summit in Kazakhstan.

December 1-2, 2010 - The Astana OSCE Summit is held under the Chairmanship of the President of the Republic of Kazakhstan NursultanNazarbayev.

September-December 2011 - Kazakhstan's Chairmanship in the Forum for Security Co-operation (FSC).

December 2011 - completion of the State program "Path to Europe" and the activities of the Republic of Kazakhstan in the "Troika" of the OSCE.

September 2014 - Kazakh diplomat MadinaDzharbusynova is appointed as the OSCE Special Representative on Combating Trafficking in Human Beings.

December 18, 2014 Decision of the Permanent Council on transformation of the OSCE Centre in Astana into the OSCE Programme Office in Astana.

Since February 9, 2016 - The OSCE Programmme Office in Astana is headed by Hungarian Ambassador Gyorgy Sabo.

Cooperation is held in all three dimensions of the Organization: politico-military, economic and environmental, humanitarian and carried out in collaboration with both the central institutions (Secretariat, ODIHR, the HCNM, Office of the OSCE Representative on Freedom of the Media, Office of the Special Representative of the OSCE to combat trafficking in human beings) and its field mission - OSCE Programmme Office in Astana.

Promotion of the heritage of the OSCE Astana Summit will be the keynote of the Kazakhstans activities within the Organization during upcoming years.

In the politico-military dimension Kazakhstan continues to support multilateral efforts to ensure the Euro-Atlantic and Eurasian security, confidence-building measures, settlement of the frozen conflicts. Special attention is paid to the OSCE's activities in connection with the situation in Ukraine and the work of the monitoring mission.

An important priority in the economic and environmental dimension Kazakhstan remains the development of transcontinental transport corridors uniting Asia and Europe. Work continues on the use of the OSCE's capabilities in the field of environmental protection, including in addressing the Aral Sea and the effective management of water resources in Central Asia.

In human dimension Kazakhstan remain important issues such as the fight against all forms of intolerance and discrimination, tolerance, human rights the rule of law, independence of the judiciary, promotion of gender balance and the fight against human trafficking.

The work is being continued on supporting the OSCE participating States in their efforts to reform the OSCE / ODIHR, the establishment of uniform requirements for the implementation of election observation, as well as the adoption of the constituent document.
