Роль державних органів в системі національної безпеки [4]

Державні органи відіграють головну роль у забезпеченні національної безпеки України.

До них належать: Верховна Рада України як орган законодавчого регулювання відносин національної безпеки; Президент України як глава держави, гарант державного суверенітету, територіальної цілісності України, дотримання Конституції України, прав і свобод людини і громадянина та Верхов­ний Головнокомандувач Збройних Сил України; Рада національної безпеки і оборони України як координаційний орган з питань національної безпеки і оборони при Президентові України; Кабінет Міністрів України як вищий орган у системі органів виконавчої влади, що вживає заходів до забезпечення обороноздатності, національної безпеки України та громад.

Важливі функції у забезпеченні національної безпеки виконують також Конс­титуційний Суд України, Прокуратура України, Національний банк України, міністерства і відомства.

Challenges to our global interests did not disappear with the end of the Cold War. Today we face a world in which threats are widespread and uncertain, and where conflict is probable, but too often unpredictable.

The strategic landscape is characterized by four principal dangers which our military must address: regional instability; the proliferation of weapons of mass destruction; transnational dangers such as drug trafficking and terrorism; and the dangers to democracy and reform in the former Soviet Union, Eastern Europe, and elsewhere.

Many ethnic, religious, territorial, and economic tensions, held in check by the pressures of the bipolar global competition, erupted when the constraints posed by the Cold War were removed.

Regional instability also results when regional powers such as Iraq, Iran, and North Korea pursue aggressive policies in attempts to dominate their neighbors militarily, politically, or economically.

The Council of National Security and Defense of Ukraine [6]

The Council of National Security and Defense of Ukraine was established by the Presidential Decree in July 1992 as an advisory body in the system of state executive power under the President of Ukraine.

The Constitution of Ukraine of 1996 established a new state body – the Council of National Security and Defense of Ukraine that inherited the functions of former Council of Defense and Council of National Security. Secondly, the Constitution determined the principle tasks of this body – coordination and control of the state bodies of executive power activity in the sphere of national security and defense.

Currently, the Council of National Security and Defense of Ukraine is a specialized state body with constitutional status which is an integral part of the presidential power and is supposed to ensure one of the most important constitutional functions of the President – state independence and national security of the state.

Безпека визначається як стан захищеності життєво важливих інтересів особи, суспільства і держави від зовнішньої і внутрішньої загрози.

Система безпеки охоплює такі елементи: наукову теорію, доктрину (концепцію), політику, стратегію і тактику забезпечення безпеки; сукупність міжнародних, державних і громадських (недержавних) інститутів та організацій, які забезпечують безпеку особи, суспільства, держави; засоби, способи і методи забезпечення безпеки.

Існують різни типи безпеки: за масштабом можна виділити міжнародну, регіональну та локальну безпеку; за суб’єктами – особисту, суспільну, національну, колективну; за суспільними сферами – політичну, економічну, військову, екологічну, радіаційну тощо.

Забезпечення безпеки в Україні регулюється Конституцією, законами, правовими актами та системою відповідних державних органів і об’єднань громадян.

Після Другої світової війни люди вбачали в безпеці найвищу цінність. Що змінилося з тих часів?	Times have changed. After so many years of peace and prosperity it has become easy to take security for granted in the West[8].

У сучасному світі ніхто не може бути захищеним від прямого впливу джерел нестабільності в інших частинах світу.	Right. Geography once isolated Europe and North America from the fall-out of instability in other parts of the world. This is no longer the case today.
