PART ONE INTRODUCTION

 

 

Short title

 

These Statutes may be cited as The Hospitaller Order of Saint Lazarus Statutes, 1995/2010

Interpretation

 

(1) In these Statutes, unless the context otherwise requires:

 

The United Grand Priories or The Grand Council means The Supreme Grand Priory of The United Grand Priories of The Order of Saint Lazarus of Jerusalem;

 

the Order or The Hospitaller Order of Saint Lazarus of Jerusalem means The United Grand Priories of The Order of Saint Lazarus of Jerusalem.

 

Member of the Order means a person possessing the qualifications set out in Statute 17 (1) who, having been duly admitted by The Grand Council, has not ceased for any reason to be a Member;

 

A Grand Priory means all the Members of a Grand Priory which is in full membership of The United Grand Priories of The Order of Saint Lazarus of Jerusalem

 

The Supreme Grand Prior means the elected Chairman of the Supreme Grand Priory of The Hospitaller Order of Saint Lazarus of Jerusalem whose Office is referred to in Statute 6;

 

The Grand Council means the Executive Committee of The United Grand Priories;

Regulations means Regulations made by The Grand Council in pursuance of Statute 5 (1 & 2);

Rules means Rules made in pursuance of Statutes 11, 12, 13, 14;

 

(2) In these Statutes, unless the context otherwise requires, words importing the masculine shall include females, words in the singular shall include the plural and words in the plural shall include the singular.

 

(3) If at any time The Grand Council in the exercise of their powers shall ordain that any office or body constituted by or under these Statutes shall have its title changed to a new title, any reference to such office or body in these Statutes or in any Regulations or Rules made there under shall be read and construed as a reference to such office or body by such new title.

 

(4) If any question arises as to the interpretation of these Statutes, the matter shall be referred to The Grand Council of The United Grand Priories, whose decision is final.

 

 

Objects and Purpose of The Hospitaller Order of Saint Lazarus of Jerusalem

The Hospitaller Order is a chivalric organisation based on an ancient Christian brotherhood and its objects and purposes shall be:

 

(a) The encouragement of all that makes for the spiritual and moral strengthening of mankind.

 

(b) The encouragement and promotion of all work of humanity and charity for the relief of persons in sickness, distress and suffering, without distinction of race, class or creed.

 

(c) The award of medals, badges or certificates of honour for special services in the cause of humanity.

 

(d) To relieve pain and distress by the provision of humanitarian care throughout those Grand Priories which form the constituent membership of The United Grand Priories.

 

(e) The formation and administration of establishments, councils, associations, centres or other subordinate bodies to facilitate the work of the Order in local geographical areas.

 

(f) The maintenance of contact and the development of collaboration with kindred Orders and bodies.

 

(g) The receipt and acceptance of donations, endowments, gifts of money, lands, hereditaments, stocks, funds, shares, securities or other assets whatsoever, and the borrowing, investing or raising of money with or without security for any objects or purposes of the Order and either subject to or free from any special trusts or conditions.

 

(h) The maintenance, administration or development of all real and personal property vested in or under the control of the Order, and the sale, lease, mortgage, loan, exchange, gift, or any other disposition of the same as circumstances may arise or permit.

 

(i) The establishment and maintenance of libraries and museums and the collection of works of art and objects of historical interest to the Order.

 

 

 

PART TWO THE ORGANISATION OF THE GRAND COUNCIL

 

 

The Grand Council

 

The Grand Council shall be an Executive Committee which shall comprise of Members and Representatives of the constituent Grand Priories and such other Officers as may be appointed from time to time. Each Grand Priory has the opportunity to delegate a maximum of two members normally but not necessarily the Grand Prior and the Chancellor to sit in the Grand Council with equal voting rights.

 

If the Grand Council, by means of a majority vote, wishes that lesser structures than Grand Priories such as Grand Commanderies and Commanderies are also represented on the Grand Council, then the Grand Secretary of the said Grand Council will be delegated to inform the relative Commandery or Grand Commandery.

 

The latter delegates will not have voting rights until such time as the structure is upgraded to a Grand Priory.

 

The delegates with voting powers within the Grand Council will vote, every two years, for the Chairman of the Grand Council, who will be recognised as the Supreme Grand Prior of the United Grand Priories of the Hospitaller Order of Saint Lazarus of Jerusalem. The latter will be elected by means of a majority vote by the delegates with voting powers.
