The US Armed Forces have endorsed the principle of not promoting servicepeople solely on time in service or time in grade. The officer will be promoted in rank if he or she is assigned to a position which corresponds to a higher military grade. Here the recommendation for promotion will be based on the overall performance of an individual, attitude, leadership ability and development potential.

However, the time in service and the one in grade do play a decisive role in selection for promotion the serviceperson will only be eligible for assignment for a higher position if he or she has sufficient service length while which to get valuable experience.

Naturally, not everyone is promoted. In order to provide opportunities for career progression every service member may receive as many as two waivers and still be considered eligible for promotion.
