Сближающиеся модели демократического гражданина в политическом поведении

Отвечая на серьезный вызов в понимании демократической природы граждан, содержащийся в политэкономической традиции в исследованиях политичес­кого поведения, политическая наука приблизилась к определению модели гражданина. Понятие стратегического актора, существовавшее в политэконо­мии, обрело новую жизнь в политической социологии и политической пси­хологии. Так возникло сближение между этими тремя традициями, которое проявилось в общей модели демократического гражданина. Суть этого сбли­жения — в становлении модели гражданина, целенаправленно действующего на основе своих целей, амбиций и потребностей.

Конечно, многие политэкономы будут не удовлетворены той моделью целеполагающего индивида, которая обычно используется в исследованиях по­литического поведения. В то же время многим, изучающим политическое пове­дение, пришлось принять кое-что из аргументации, свойственной избирателям:

«Они думают о том, кого и что поддерживают политические партии; они дума­ют о том, что может, и о том, что должно сделать правительство. А реальная деятельность правительства, партий и кандидатов влияет на их оценки и пред­почтения» (Popkin, 1991, р. 7). Кроме того, как отмечает С. Попкин, такая аргументация основана на «мало информированной рациональности» и исполь­зовании упрощенных методов сбора и анализа политической информации.

Возможно, самое большое противоречие концепции о целеполагающем граж­данине связано с вопросом: имеет ли такая модель инструментального пове­дения реальные аналитические последствия? Какую аналитическую ценность имеет предположение о том, что граждане действуют инструментально и на основании своих собственных целей? Существует мнение, что предположение (или утверждение) о рациональности имеет весьма незначительную аналити­ческую ценность — простое утверждение о том, что граждане рациональны, практически не продвигает нас к убедительному политическому анализу (Simon, 1985). Для выработки аналитического применения предположения об инстру-

ментальном поведении граждан необходим целый ряд вспомогательных допу­щений. Таким образом, в настоящее время анализ только начинается (Lodge, Hamill, 1986; Lodge et al., 1989).

Вспомогательные допущения важны по различным причинам. Во-первых, они придают смысл модели целеполагающего гражданина и его инструмен­тального поведения. Одна модель имеет аналитическое применение, так как предполагает, что граждане обновляют свои оценки партий и политиков, пересматривая прошлый опыт (Fiorina, 1981). Другая модель утверждает, что инструментально мотивированные граждане снижают информационные зат­раты, получая информацию от других граждан (Huckfeldt, Sprague, 1993). Еще одна модель исходит из того, что граждане снижают затраты на информацию с помощью ряда аналитических приемов или эвристических принципов, по­зволяющих достигнуть цели кратчайшим путем (Snide/man et al., 1991). Эти и многие другие разновидности анализа хотя бы частично основываются на допущении того, что граждане действуют разумно и осознают свои цели. Од­нако в том, что выходит за пределы вопроса о модели принятия гражданами решений, они могут радикально различаться.

Кроме того, в то время как понятие цели граждан может находиться вне досягаемости прямого эмпирического исследования, вспомогательные допу­щения часто являются предметом непосредственной эмпирической оценки. Так, предпосылка о цели граждан не имеет особого значения, пока мы не определим, как эти цели реализуются. В этом состоит вклад ретроспективной модели выборов М. Фиорины: в этой модели делается акцент на последствиях целенаправленных действий граждан и в то же время обеспечивается основа­ние для эмпирической оценки.

Значительная часть современных исследований в области политического поведения связана с выявлением последствий тех целей, которые преследуют граждане. Работа Снайдермана и его коллег является примером такой общей программы исследования: в ней уделяется особое внимание тому, как гражда­не объясняют свой выбор, подчеркивается то обстоятельство, что «цепи при­чин» наполняют смыслом понятие цели граждан. Одним словом, вызов, кото­рый представляла для политической психологии проблема гражданина, не остался без ответа. Но этот ответ обрушился на голову тех, кто задавал вопро­сы Новый подход, оставляя в стороне проблему осведомленности граждан о толитике, исследует, как им удается сократить усилия на приобретение и переработку политической информации.

Можно также предположить, что «новый подход» проник в большую часть исследований по политической социологии. Вместо того чтобы изучать причи­ны, по которым индивиды являются отражением среды, контекста и групп, в которые они помещены, исследуется способ реализации целей граждан и помехи на ее пути в заданном контексте времени, места и обстоятельств. Вместо того чтобы рассматривать поведение индивида как непосредственный результат внутренних личностных факторов, его политический выбор рас­сматривается теперь во взаимосвязи с его окружением. Наряду с формировани­ем предпочтений под влиянием информации, полученной от среды, происхо­дит и обратный процесс: граждане также воздействуют своими предпочтениями -ia среду с помощью собственных критериев отбора информации. Таким обра­зом, политическая информация находится на пересечении индивидуальных це­лей граждан и источника информации, обусловленного средой.

Так, побочный интерес политэкономов к вопросу о природе поведения гражданина позволил ответить на сложные вопросы, которые волновали по­литических психологов и социологов. Анализ политического поведения, при­знающий плюсы и минусы, присущие гражданину, тем самым по-новому ставит множество старых проблем. Для того чтобы понять несамостоятельных и неинформированных граждан, появилась новая доработанная модель граж­данина, в которой делается акцент на озабоченность индивида как потребите­ля и толкователя политической информации ее ценой. Такой человек, серьез­но относясь к своим обязанностям, успешно избегает излишней поглощенно­сти политикой. Конечным результатом стал более реалистичный взгляд на граж­данина и демократического гражданина — понимание граждан в контексте ограничений реального мира, которые производят сами граждане, выступая в роли собирателей и толкователей политической информации. Во многом этот обновленный взгляд не только более реалистичен, но и более политичен. Он связан с видением интересов и информации не только индивидов, но также групп и других образований, к которым эти индивиды принадлежат.
